एसडीएम श्री चंद्रकांत कटारिया ने बताया कि उपायुक्त श्री सतपाल शर्मा के मार्गदर्शन व नेतृत्व में भारत सरकार के महत्वाकांक्षी प्रोजेक्ट डिजिटल क्रॉप सर्वे (DCS) का कार्य जिला पंचकूला में तीव्र गति से किया जा रहा है।  जिला पंचकूला वर्तमान में डिजिटल क्रॉप सर्वे के कार्य में राज्य भर में छठे स्थान पर है।डिजिटल क्रॉप सर्वे का कार्य तेजी से किया जा रहा है। 

एसडीएम श्री चंद्रकांत कटारिया ने आज पंचकूला तहसील के गांव कोट, बिला व अन्य गांवों का फील्ड में जाकर कार्य की प्रगति का निरीक्षण किया ताकि निर्धारित समयावधि में कार्य को पूर्ण किया जा सके।

उन्होंने बताया कि जिला राजस्व अधिकारी के माध्यम से कार्य की निरंतर समीक्षा एवं मॉनिटरिंग की जा रही है। 

एसडीएम श्री कटारिया ने बताया कि डिजिटल क्रॉप सर्वे के सफल क्रियान्वयन से किसानों को विभिन्न सरकारी योजनाओं का लाभ समय पर एवं पारदर्शी तरीके से मिल सकेगा। जिला प्रशासन द्वारा इस कार्य की नियमित रूप से समीक्षा की जा रही है और जिला पंचकूला को राज्य में शीर्ष स्थानों में लाने के लिए निरंतर प्रयास किए जा रहे हैं।

इस अवसर पर तहसीलदार सुरेश कुमार और राजस्व विभाग के अन्य अधिकारी व कर्मचारी भी मौजूद थे।

*Chandigarh, April 1:-* Sh. Sanjay Arora has formally assumed charge as Chief Engineer of the Municipal Corporation Chandigarh and began his tenure with immediate on-ground action.

Soon after joining, he conducted a comprehensive visit to the Daddumajra dumping ground and the waste processing plant, accompanied by concerned officials. Taking stock of the existing conditions, he closely reviewed the status of legacy waste and the ongoing processing mechanisms.

Expressing serious concern over the pace of waste disposal, the Chief Engineer issued clear directions to accelerate operations.

 He emphasized the need for adopting a fast-track approach to ensure timely processing and scientific disposal of accumulated waste.

The chief engineer categorically instructed that pending waste must be cleared at the earliest, with strict adherence to proper waste management protocols. He underlined that efficiency, accountability, and result-oriented action must be the priority.

Calling for seamless coordination among all departments, he directed officials to ensure visible and measurable improvements in cleanliness and waste handling in the coming days.

Reaffirming its commitment to a cleaner and healthier city, the Municipal Corporation Chandigarh continues to strengthen its efforts towards sustainable waste management and environmental protection.

MCC intensifies encroachment crackdown: 56 challans issued, market corridors cleared*

Chandigarh, April 1:-

 In a continued effort to ensure smooth movement and maintain public convenience, the Municipal Corporation Chandigarh today carried out a focused enforcement drive against encroachments in key market areas of the city.

A special drive was conducted in Sector 20 Market, where teams successfully cleared encroachments and restored the market corridors for pedestrians. During the operation, 22 challans were issued against violators.

Subsequently, a similar drive was undertaken in the busy Furniture Market of Sector 34. The enforcement teams removed unauthorized obstructions and ensured free passage in the corridors. A total of 34 challans were issued during this drive.

Overall, 56 challans were issued in today’s enforcement action, reflecting the Corporation’s firm stance against encroachments and violations.

On behalf of Prem Lata and Professor D. V. S. Jain Research Foundation, Department of Chemistry, Panjab University (PU), Chandigarh organised the 9th Best Research Award Ceremony. The Research Foundation came into existence in the year 2015 with a Rs. 50 lakh endowment fund donated by Prof. Jain’s family.

Prof. Gurjaspreet Singh, Department of Chemistry, PU, and Prof. Navneet Kaur, Department of Chemistry, PU, were awarded the Professor D. V. S. Jain Research Award and Smt. Prem Lata Jain Research Award, which included a citation and award amounts of Rs. 30,000 and Rs. 15,000, respectively.

The Best Publication Awards for the year 2023, for publication of outstanding research articles with an impact factor of more than 5.0, were presented to various faculty members of different departments. The Best Publication Awards included a citation and an award amount of Rs. 5,000 for each awardee. Certificates of appreciation were also given to eighteen faculty members for publishing high-impact papers in the year 2023.

PU Vice Chancellor Prof. Renu Vig presided over the function. In her presidential address, Prof. Vig congratulated the awardees and exhorted other faculty members and young researchers to carry out meaningful research, not only for wider scientific reach but also for societal impact. She expressed gratitude and appreciation towards the generous contribution of the Jain family. Prof. Vig said that such endowment funds really support and accelerate the university's research activities in multifaceted ways.

This foundation has been created based on the endowment fund donated by Professor D. V. S. Jain. The main objective of this foundation is to promote and nurture scientific research in Panjab University. The foundation has initiated scientific programmes such as Best Researcher Awards, Best Publication Awards, Bright-Begin Research Grant, Conceptual Consolidation in Innovative Areas Lecture Series, fellowships for research scholars, and a book fund.

The Department of Endocrinology at the Postgraduate Institute of Medical Education and Research (PGIMER) today inaugurated the prestigious two-day *3rd Rastogi–Dash Clinical Case Conference,* themed on *Gastro-Entero-Pancreatic Neuroendocrine Tumours (GEP-NETs)* . The conference brings together eminent national and international experts, distinguished alumni, and faculty to deliberate on complex clinical cases and emerging advances in endocrinology.

The conference was inaugurated by *Prof. Vivek Lal, Director, PGIMER,* who delivered an inspiring address. Underscoring the clinical rigor of earlier times, he noted that each patient was once treated as a complete academic exercise, fostering deep diagnostic insight and critical thinking. Emphasizing contemporary relevance, he stated that while advanced investigations define modern endocrinology, “prevention remains its soul,” particularly in addressing the escalating burden of non-communicable diseases such as diabetes.

Drawing from personal experience, Prof. Lal highlighted the transformative potential of lifestyle modification in disease reversal and strongly advocated preventive healthcare and physical fitness as foundational to medical practice. He urged young endocrinologists to lead by example and uphold the values established by the Institute’s founding stalwarts.

Paying rich tributes to the legendary *Prof. R. J. Dash and Dr. Gopal Krishan Rastogi* , Prof. Lal described them as visionary pioneers and karmayogis who laid the foundation of endocrinology at PGIMER. Reflecting on their unmatched dedication, he shared evocative anecdotes highlighting their commitment to patient care and academics, remarking that “nothing came close to their dedication and pursuit of excellence.”

Prof. Lal also commended the Department of Endocrinology for its exemplary service delivery despite managing a disproportionately high load of complex cases, noting with appreciation the absence of complaints. He assured continued institutional support towards strengthening faculty and infrastructure in view of the rapidly rising burden of endocrine disorders.

Earlier, *Prof. Sanjay Bhadada, Head of the Department of Endocrinology,* welcomed the dignitaries and set the academic tone for the conference. He highlighted that the Rastogi–Dash Clinical Case Conference has evolved into a nationally respected academic platform that upholds the rich clinical tradition of PGIMER, where patient-centric learning remains paramount.

He emphasized that the conference is uniquely designed as a purely case-based forum, encouraging analytical thinking, open dialogue, and peer learning, where even the most experienced clinicians participate as learners.

Prof. Bhadada underlined that this year’s theme on Gastro-Entero-Pancreatic Neuroendocrine Tumours (GEP-NETs) reflects the growing clinical complexity and diagnostic challenges in the field. He noted that such focused deliberations 

are essential to bridge gaps between evolving evidence, multidisciplinary care, and real-world clinical practice.

He also acknowledged the enthusiastic participation of premier institutions across the country and the valuable contributions of distinguished alumni and international faculty, including Prof. Sumita Dash and Prof. Pankaj Shah from Mayo Clinic, in enriching the academic discourse.

Highlighting the department’s growing academic and research excellence, he noted that *PGIMER received a ₹200 crore extramural grant last year for research initiatives, of which ₹50 crore has been brought by the Department of Endocrinology—underscoring its leadership in cutting-edge endocrine research.*

Reaffirming the department’s commitment to excellence, Prof. Bhadada emphasized the importance of continuous learning, collaboration, and innovation in addressing the rising burden of endocrine disorders, while carrying forward the legacy of the Institute’s founding stalwarts.

In a moment of pride and reflection, senior stalwarts *Dr. R. V. Jayakumar and Dr. S. Murthy* were conferred Lifetime Achievement Awards for their outstanding contributions to endocrinology. A special segment showcasing the life journeys and enduring legacy of *Dr. Gopal Krishan Rastogi and Prof. R. J. Dash* deeply resonated with the audience, celebrating their profound influence on generations of clinicians and academicians.

The conference also featured an extensive e-poster session, presenting rare and challenging cases from premier institutions across the country, including AIIMS Jodhpur, SGPGI Lucknow, Amrita Institute Kochi, and PGIMER Chandigarh. The presentations highlighted unusual clinical scenarios such as MEN-1 in the postpartum period, rare pheochromocytoma mutations, and innovative surgical approaches in complex endocrine tumors.

The inaugural day was marked by rich academic deliberations with focused sessions on therapeutic advances in pancreatic neuroendocrine tumors (NETs), encompassing both functioning and non-functioning as well as syndromic NETs. Discussions highlighted evolving roles of targeted therapies, peptide receptor radionuclide therapy (PRRT), and long-term somatostatin analogue use, reflecting the rapidly advancing therapeutic landscape.

Complex case-based discussions—including insulinoma recurrence, MEN-1–associated tumors, ectopic ACTH production, and metastatic NETs—underscored the depth of clinical engagement and the importance of nuanced, individualized care. Importantly, the conference strongly emphasized the indispensable role of a multidisciplinary approach in the management of gastroenteropancreatic NETs, integrating expertise from endocrinology, gastroenterology, radiology, nuclear medicine, and surgical specialties. This collaborative framework was highlighted as essential for optimizing diagnosis, staging, therapeutic decision-making, and long-term outcomes in these complex disorders.

The conference will continue tomorrow with further high-level academic deliberations and case-based discussions.

कार्यक्रम के दौरान एरोबेटिक टीम ने रोमांचक हवाई करतबों की श्रृंखला प्रस्तुत की, जिसने दर्शकों को मंत्रमुग्ध कर दिया। विमान सुव्यवस्थित और समन्वित पैटर्न में उड़ान भरते हुए उत्कृष्ट टीमवर्क और नियंत्रण का प्रदर्शन कर रहे थे। पायलटों ने क्रॉसिंग, सहज अलगाव, तीव्र ऊर्ध्वाधर चढ़ाई तथा अन्य आकर्षक गतिविधियाँ प्रदर्शित कीं। उन्होंने लूप्स और रोल्स भी किए तथा चुनौतीपूर्ण स्थितियों में उड़ान भरते हुए अद्भुत कौशल और आत्मविश्वास दिखाया। पूरा प्रदर्शन जीवंत और मनोरंजक रहा, जिसने दर्शकों को पूरे समय बांधे रखा और सटीकता व टीमवर्क को रेखांकित किया।

श्री कटारिया ने कार्यक्रम के सुचारु आयोजन के लिए आयोजकों और प्रशासन की सराहना की तथा आशा व्यक्त की कि इस प्रकार के आयोजन युवाओं को सशस्त्र बलों में करियर बनाने के लिए प्रेरित करते रहेंगे।

सूर्यकिरण विमान 12 विंग, चंडीगढ़ एयर बेस से संचालित हुए और इससे पहले 25 और 26 जनवरी को सुजानपुर, हिमाचल प्रदेश में दो दिवसीय एयर शो आयोजित कर चुके हैं। 12 विंग के एओसी ने अपनी टीम के साथ नागरिक प्रशासन के सहयोग से इस कार्यक्रम के सफल आयोजन में महत्वपूर्ण भूमिका निभाई। सुखना लेक पर आयोजित दो दिवसीय एयर शो में सूर्यकिरण टीम ने कई विमानों के साथ सघन गठन में उच्च-स्तरीय एरोबेटिक प्रदर्शन किया। यह प्रदर्शन सुबह के समय आयोजित किया गया, जिसमें छात्रों, परिवारों और रक्षा प्रेमियों की उत्साहपूर्ण भागीदारी देखने को मिली।

The air show at Sukhna Lake was witnessed by several distinguished dignitaries, including Shri Gulab Chand Kataria, Governor of Punjab and Administrator, U.T. Chandigarh, along with his wife Smt. Anita Kataria; Professor Ashim Kumar Ghosh, Governor of Haryana, along with his wife Smt. Mitra Ghosh; Shri Bhagwant Mann, Chief Minister of Punjab, along with his wife Smt. Gurpreet Kaur; Shri Nayab Singh Saini, Chief Minister of Haryana, along with his wife Smt. Suman Saini; and Justice Sheel Nagu, Chief Justice of the Punjab and Haryana High Court. Shri H. Rajesh Prasad, Chief Secretary, UT Chandigarh, and Shri K.A.P. Sinha, Chief Secretary, Punjab, along with other senior officials of Chandigarh, Punjab & Haryana, were also present. They watched and enjoyed the ‘Suryakiran Aerobatic Display’ of the Indian Air Force and interacted with officials and spectators who had gathered in large numbers to see the performance. Their presence made the event more special and showed appreciation for the skill and professionalism of the Indian Air Force.

The Governor of Punjab, Shri Gulab Chand Kataria, appreciated the skill, discipline and coordination of the pilots, stating that the performance reflected the professionalism and excellence of the Indian Air Force and inspired youth towards service to the nation.

The aircraft left behind trails in the colours of the national tricolour, creating a patriotic atmosphere and drawing loud applause from spectators. The Governor complimented the team for delivering an inspiring and memorable experience for the people of Chandigarh.

During the show, the aerobatic team performed a series of exciting aerial manoeuvres that thrilled the audience. The aircraft flew in well-coordinated patterns, demonstrating excellent teamwork and control. The pilots executed crossings, smooth separations, steep climbs and other eye-catching movements. They also performed loops, rolls, and flew in challenging positions, displaying great skill and confidence. The overall display was lively and entertaining, keeping spectators engaged throughout and highlighting precision and teamwork.

Shri Kataria also lauded the organizers and the administration for ensuring smooth arrangements for the event and expressed hope that such displays would continue to motivate young citizens to pursue careers in the armed forces.

The Suryakiran aircraft operated from 12 Wing, Chandigarh Air Base, and earlier conducted a two-day air show in Sujanpur, Himachal Pradesh, on 25 and 26 January. The AOC, 12 Wing, along with his team, jointly coordinated with the civil administration to make this show a success. The two-day air show was organized over Sukhna Lake, where the elite Surya Kiran team conducted a high-precision aerobatic display using multiple aircraft in close formation. The display was held during the morning hours and drew enthusiastic participation from students, families, and defence enthusiasts.

New Distribution Order: PNG Connections Mandated Within 48 Hours

The Natural Gas and Petroleum Products Distribution Order, 2026, notified by the Ministry of Petroleum & Natural Gas on 24 March 2026 under the Essential Commodities Act, 1955, provides a comprehensive framework for the expansion of natural gas and petroleum product distribution infrastructure across the country. According to this order, Authorised entity i.e. Indian Oil Corporation Limited (IOCL), Joint Venture Partner are permitted to lay pipelines across public and private land, and all concerned authorities and landowners are required to provide Right of Way after payment of appropriate charges.

A fast-track approval mechanism has been prescribed, stipulating strict timelines (ranging from 10 to 60 days), beyond which approvals shall be deemed to be granted. To facilitate rapid rollout in urban areas, permissions in residential societies are required to be granted within three days, and Pipe Natural Gas connection approvals to households within 48 hours.

A key provision of the Order stipulates that in areas where Pipe Natural Gas (PNG) infrastructure is available, Liquefied petroleum gas (LPG) supply may be discontinued after a period of three months if households or residential societies do not opt for Pipe Natural Gas, except where such connectivity is not technically feasible. The Order restricts authorities from imposing arbitrary charges and mandates transparent, time-bound processing of applications. In cases of refusal by private landowners, the matter may be referred to the District Magistrate, who is empowered to take a final decision after due process.

Accountability provisions have been incorporated for authorised entities, including penalties and potential withdrawal of authorisation in cases of failure to execute pipeline laying within the stipulated timeframe. Additionally, safety-related restrictions have been prescribed on land use over pipeline corridors. The Petroleum and Natural Gas Regulatory Board (PNGRB) has been designated as the nodal agency for monitoring approvals, implementation progress, and overall compliance under the Order.

This Order has been circulated to all Departments, Oil Marketing Companies and Indian Oil Corporation Limited, Joint Venture Partner for strict compliance. It is further clarified that switching to Pipe Natural Gas has multiple benefits as it a lower risk and more cost effective fuel besides the advantage of uninterrupted supply. पंचकूला, 25 मार्च:  उपायुक्त श्री सतपाल शर्मा ने आज लघु सचिवालय के सभागार में जिला सड़क सुरक्षा समिति एवं सुरक्षित स्कूल वाहन पॉलिसी की आयोजित बैठक की अध्यक्षता की। उन्होंने जिले में सड़क दुर्घटनाओं में कमी लाने के लिए संबंधित विभागों को आपसी समन्वय के साथ कार्य करने तथा विशेष अभियान चलाकर युवाओं को ट्रैफिक नियमों के प्रति जागरूक करने के निर्देश दिए।

उपायुक्त ने पुलिस विभाग को निर्देश दिए कि विशेष रूप से स्कूल व कॉलेज जाने वाले विद्यार्थी वाहन चलाते समय ट्रैफिक नियमों का पालन करें। नियमों की अवहेलना करने वालों के चालान किए जाएं। उन्होंने कहा कि सड़क दुर्घटनाओं में कमी लाने के लिए सख्ती के साथ-साथ जागरूकता भी आवश्यक है। इसके लिए समय-समय पर शिक्षण संस्थानों में जागरूकता शिविर आयोजित किए जाएं।

उपायुक्त ने नगर निगम को निर्देश दिए कि शहर में लगे सभी सीसीटीवी कैमरे सही स्थिति में कार्यरत हों। जहां-जहां कैमरे खराब हैं, उन्हें तुरंत दुरुस्त किया जाए। उन्होंने कहा कि पैदल यात्रियों के लिए फुटपाथ और ज़ेब्रा क्रॉसिंग की बेहतर व्यवस्था सुनिश्चित करने हेतु जल्द ही पंचकूला के एसडीएम द्वारा  पीएमडीए, एचएसवीपी तथा नगर निगम के कार्यकारी अभियंताओं के साथ बैठक की जाएगी।

उन्होंने संबंधित विभागों को अपने-अपने क्षेत्र की सड़कों की मरम्मत सुनिश्चित करने के निर्देश दिए ताकि नागरिकों को बेहतर आवागमन सुविधाएं मिल सकें। साथ ही सड़क निर्माण एजेंसियों को आवश्यकतानुसार साइन बोर्ड लगाने और रोड मार्किंग करने के निर्देश भी दिए।

उपायुक्त ने बताया कि जिला सड़क सुरक्षा समिति एवं सुरक्षित स्कूल वाहन पॉलिसी का मुख्य उद्देश्य सड़क दुर्घटनाओं को रोकना और मृत्यु दर में कमी लाना है। उन्होंने कहा कि मानव जीवन अमूल्य है और दुर्घटना के तुरंत बाद पीड़ित को प्राथमिक चिकित्सा उपलब्ध कराकर उसकी जान बचाई जा सकती है। उन्होंने निर्देश दिए कि दुर्घटना के बाद पीड़ित को तुरंत नजदीकी स्वास्थ्य केंद्र तक पहुंचाया जाए ताकि समय रहते उपचार मिल सके।

सुरक्षित स्कूल वाहन पॉलिसी की समीक्षा करते हुए उपायुक्त ने निर्देश दिए कि सभी स्कूल बसों का नियमित निरीक्षण किया जाए। यह सुनिश्चित किया जाए कि वाहनों में बच्चों की सुरक्षा के लिए आवश्यक उपकरण और प्राथमिक चिकित्सा किट उपलब्ध हो।

A review meeting was held under the chairmanship of Sh. H Rajesh Prasad, Chief Secretary, U.T. Chandigarh on March 23, 2026 to assess the LPG supply situation in light of recent geopolitical developments and to deliberate upon communications received from the Ministry of Petroleum and Natural Gas regarding expansion of the City Gas Distribution (CGD) network.

Emphasizing the need for a coordinated and mission-mode approach, the Chief Secretary issued a series of directions to concerned departments and agencies.

During the meeting, it was decided to constitute a State- cum- District level Empowered Committee for expeditious approval of City Gas Distribution (CGD) applications and grievance redressal. To facilitate rapid infrastructure rollout, a “Dig and Restore” mechanism will be implemented, allowing CGD entities to undertake restoration works. Operational relaxations were also approved, permitting round-the-clock work.

Oil Marketing Companies were instructed to coordinate closely with the Department of Food and Supplies and the Deputy Commissioner’s office to ensure strict adherence to LPG quotas, prevent diversion, and maintain uninterrupted supply to priority sectors.

All commercial and industrial LPG consumers shall mandatorily apply for PNG with the City Gas Distribution entity in Chandigarh. They must take all actions required to reach a state of readiness for receiving PNG before they are eligible to be allotted any commercial LPG from the overall 50% allocation.

Residents are encouraged to adopt Piped Natural Gas (PNG) wherever available to reduce dependence on LPG, ensure a continuous and safe supply of cooking gas, and benefit from its cost-effectiveness and environmental advantages. Households and commercial establishments are also urged to register for PNG connections and actively contribute to a sustainable energy transition in the city. In line with the State Government’s commitment to enhancing ease of doing business at the grassroots level, and with the setting up of Punjab State Traders’ Commission units from Assembly Segment to District and further to the State level, a joint meeting of the District Traders’ Commission and Constituency Level Traders’ Commission was held today evening at Balongi Market. The meeting was chaired by MLA Mohali, S. Kulwant Singh, and witnessed participation from traders and shopkeepers of Mohali and Banur.

Addressing the gathering, MLA S. Kulwant Singh stated that the Punjab Government, under the leadership of Chief Minister S. Bhagwant Singh Mann, is firmly committed to safeguarding the interests of the trading community. He emphasized that such meetings are a part of the government’s ongoing efforts to directly engage with traders and ensure prompt redressal of their concerns. He further added that all departments associated with the business ecosystem have been directed to prioritize the resolution of issues faced by traders and shopkeepers, recognizing their vital role as the backbone of the State’s economy and key contributors to its development.

During the interaction, Chairman, District Traders’ Commission, S. Ranjit Pal Singh, Vice Chairperson, S. Tarlochan Singh Baidwan, and Constituency Chairman, S. Akvinder Singh Gosal, attentively listened to the grievances raised by traders and assured their timely resolution.

In order to address the concerns of traders and shopkeepers, the Punjab Traders’ Commission conducted a public interaction meeting at Main Bazaar, Naya Gaon, under Kharar Assembly constituency, today.

The meeting was chaired by Mr. Ranjit Pal Singh, Chairman, District Traders’ Commission, Mohali, in the presence of Mr. Tarlochan Singh Baidwan, Vice Chairman, District Traders’ Commission, Mohali, Mr. Yashpal Bansal, Chairman, Assembly Traders’ Commission, Kharar, along with other members. The Commission members listened attentively to the issues and grievances raised by traders.

Senior officials from various departments including State Taxation, Municipal Council Kharar, Food Supply, Revenue, Health, Labour, Police, Public Works Department, and Water Supply were also present to address the concerns of the traders.

A large number of traders participated in the interaction and submitted their grievances and suggestions in writing. The concerned departmental officials responded to several issues on the spot, and necessary directions were issued for their prompt resolution.

The All India Civil Services (AICS) Yogasana Championship 2025–26, organized by the Sports Department, Chandigarh Administration at the Table Tennis Hall, Sports Complex, Sector-23, Chandigarh, under the aegis of the Central Civil Services Cultural and Sports Board (CCSCSB), New Delhi, concluded successfully today.

The championship witnessed enthusiastic participation of approximately 350 players from various State Secretariats and Regional Sports Boards (RSBs) across the country, showcasing high standards of discipline, flexibility and competitive spirit.

Panchkula, March 21: Haryana Chief Secretary Anurag Rastogi, accompanied by his wife Smt. Sonia paid obeisance at the historic Mata Mansa Devi Temple in Panchkula, on the third day of Chaitra Navratri and seek the blessings of the Goddess.

 The Chief Secretary also participated in the Havan-Yajna at the Yagyashala in the temple complex and offered oblations into the holy fire amidst the chanting of Vedic mantras, praying for peace, prosperity, and well-being.

Panchkula, March 21:

 The Municipal Corporation, Panchkula, is carrying out a sustained and intensive campaign against single-use polythene. Under the directives of Commissioner Sh Vinay Kumar, enforcement actions against polythene use have been consistently strengthened across the city, reinforcing efforts toward cleanliness and environmental protection.

As part of this ongoing campaign, sanitation teams led by Joint Commissioner Smt Simranjit Kaur and Chief Sanitation Inspector Sh Anil Nain are conducting regular inspections across various markets and localities. The teams are also carrying out undercover checks by posing as customers to curb the illegal use and sale of polythene.

During recent enforcement drives, inspections were conducted at multiple locations including Sectors 6, 7, 9, 14, 16, 17, 20, and Kisan Mandi resulting in the issuance of 37 challans (fines) totaling approximately Rs 28,000. Fines ranging from Rs 500 to Rs 3,000 were imposed in various cases. Additionally, around 80 kilograms of single-use polythene were seized, with a significant quantity recovered during a targeted operation at a shop in Sector 9.

During the inspections, it was also observed at several locations that some shopkeepers abandoned their polythene stocks and fled upon spotting the Corporation team. In such cases, efforts are underway to identify the individuals involved and take action against them in accordance with the law.

The Municipal Corporation, Panchkula, has reiterated that the campaign against single-use polythene will continue, with strict action taken against all violators. The Municipal Administration urges all citizens and traders to stop using polythene and actively support efforts toward environmental conservation.

The Government Rehabilitation Institute for Intellectual Disabilities (GRIID), Chandigarh, in collaboration with the Haryana Yog Aayog, Government of Haryana, organised an International Conference on the theme of “Yoga for Empowerment: Enhancing the Lives of Children with Intellectual Disabilities” on 19–20 March 2026.

The conference was graced by eminent dignitaries, including Dr Ravneet Kaur, Director, GMCH and Director, GRIID (Chief Guest); Dr Jaideep Arya, Chairman, Haryana Yog Aayog; Dr Ajeet Sidana, Joint Director, GRIID; Dr M. He further explained that regular yoga practice can help prevent various ailments and appreciated the collaborative efforts of GRIID and the Haryana Yog Aayog in organising this meaningful event.

Dr Arya also commended the initiatives undertaken by GRIID for the betterment and empowerment of children with intellectual disabilities, particularly highlighting how yoga can support them in developing their abilities. He further stated that, at the end of the programme, efforts would be made to formulate guidelines aimed at strengthening future contributions toward the well-being and empowerment of these children.

Dr M. Karuppasamy provided an orientation on the structure and objectives of the two-day international conference, along with details of the RCI Continuing Rehabilitation Education (CRE) programme. Mr Anil Kumar presented an overview of the two-day scientific sessions, including paper presentations scheduled during the conference.

The Chief Guest, Dr Ravneet Kaur, Director, GMCH and Director, GRIID, shared her experiences of working closely with the founder of GRIID, Dr B.S. Chavan, who has been associated with the institute since its inception and played a pivotal role in its establishment. She further stated that she feels privileged to carry forward his vision in the service of this noble cause.

Dr Ravneet Kaur also highlighted the profound joy and satisfaction derived from working with children with special needs, emphasising the meaningful interactions they offer. She further appreciated the dedicated efforts of special educators and professionals at GRIID in supporting and empowering these children.

The event also featured a yogasana demonstration by special students of GRIID, which was highly appreciated by all dignitaries and participants. A cultural dance performance by the students further added vibrancy to the programme.

The technical sessions were conducted by Dr Mukta Kumar, CMO, Panchkula, who presented on the theme “Stimulate Early, Shape the Brain” She emphasised that early identification of developmental and intellectual disabilities—especially within the first three years of life is critically important. She highlighted that with timely intervention, therapy, and structured support systems, a significant proportion of children can show substantial improvement in cognitive, social, and functional abilities, leading to better integration into mainstream education and society.

Dr Ravinder Kaur, Professor, Dhanwantri Hospital, Chandigarh, who spoke on adaptive yoga practices for children with special needs, and Dr Jyoti Bholeshwar Mishra, Associate Professor, GMCH, Chandigarh, who presented on yoga for emotional and behavioural management in individuals with intellectual disabilities. Chandigarh, March 18:

The Department of Social Welfare, Women & Child Development, Chandigarh, in collaboration with the Social Welfare Advisory Committee, organised the ‘Aapki Yojana-Aapke Dwar’ programme today at Tagore Theatre, Sector-18, to spread awareness about welfare schemes and ensure effective outreach to citizens. The Governor of Punjab and Administrator, UT Chandigarh, Shri Gulab Chand Kataria, attended this programme as Chief Guest, while Shri Satya Pal Jain, Chairperson of the Administrator’s Social Welfare Standing Committee, was the Guest of Honour.

In his address, the Administrator emphasised that the strength of a democratic society lies in uplifting its most vulnerable sections and reiterated the Administration’s commitment to inclusive development. Highlighting initiatives for empowerment of women, protection of children, social security of senior citizens and support for divyangjans, he said these schemes promote dignity, self-reliance and equal opportunities. He also underscored youth awareness efforts, including anti-drug campaigns, and called for active public participation to ensure welfare benefits reach genuine beneficiaries and contribute to the vision of “Viksit Bharat” by 2047.

Addressing the gathering, Shri Satya Pal Jain appreciated the Department’s efforts and highlighted initiatives such as ₹31,000 assistance under the Shagun Scheme, progress on Majdoor Bhawan, evening OPDs at GMSH-16, proposals for pension enhancement and planning for a new Senior Citizen Home in Sector-49. He said the programme aims to take welfare schemes to the most needy sections.

The initiative focuses on doorstep delivery of schemes and improved accessibility. Out of Chandigarh’s population of about 10.5 lakh, the Department caters to nearly 4.7 lakh women, 1.17 lakh children, over 72,000 senior citizens and around 15,000 persons with disabilities through a strong institutional network of 450 Anganwadi Centres and Crèches, 14 Child Care Institutions, One Stop Centre-Shakti Sadan, working women hostels, senior citizen homes and facilities such as PRAYAAS. Initiatives like the Digital Library “NETRA” and POSHAN Amrit Van were also highlighted.

During FY 2025-26, around ₹69 crore has been utilised out of the ₹72.47 crore budget. Key programmes including Mission Vatsalya and Mission Saksham Anganwadi & POSHAN 2.0 have recorded high utilisation, enabling infrastructure upgrades, childcare expansion and support to beneficiaries. The programme also featured a documentary on departmental initiatives and reaffirmed the vision of “Empowerment with Dignity and Inclusive Development.”

Chandigarh, 16 March 2026: Panjab University has won the overall title at the All India Inter University Gymnastics (Women) Championship, which concluded today at the Panjab University Gymnasium Hall.

The host university secured top position in both Rhythmic and Artistic Gymnastics team events.

In the Rhythmic Gymnastics team championship, Panjab University finished first with 192.350 points. University of Delhi secured second place with 176.750 points. Somaiya Vidyavihar University, Mumbai finished third with 172.900 points.

Shivangi of Panjab University won the all-round title in Rhythmic Gymnastics. Life Adlakha of University of Delhi secured second position. Jhanvi of Panjab University finished third.

In Artistic Gymnastics all-round results, Adita Mondal of Panjab University secured first position. Shatakshi Rakesh Takke of MIT World Peace University, Pune finished second. Eshita Sunil Rewale of University of Mumbai secured third place.

Panjab University also won the Artistic Gymnastics team Championship with 196.600 points. University of Mumbai secured second place with 192.750 points. Guru Nanak Dev University, Amritsar finished third with 180.900 points.

With victories in both team championships and strong individual performances, Panjab University emerged as the overall champion of the tournament.

Education Secretary Ms. Prerna Puri, along with Ms. Radhika Singh, Director of Higher Education, Chandigarh Administration, today flagged off a 10-day State-Level Adventure Camp for NSS volunteers, scheduled from March 18 to March 28, 2026, in Manali, Himachal Pradesh.

The camp is being organized by the Chandigarh NSS Cell in collaboration with the Atal Bihari Vajpayee Institute of Mountaineering and Allied Sports (ABVIMAS), Manali. Dr. Nemi Chand, State Liaison Officer, NSS, informed that a total of 60 NSS volunteers from 22 higher educational institutions, including Panjab University and Punjab Engineering College (PEC), are participating in the camp.

The camp will feature a wide range of adventure activities such as mountaineering, rock climbing, trekking, skiing, water sports, aero sports, and mountain biking, aimed at promoting physical fitness, teamwork, and leadership skills among the participants.

The Secretary and Director of Higher Education congratulated and appreciated the efforts of the Chandigarh NSS Cell, highlighting the importance of such initiatives in ensuring the holistic development of NSS volunteers.

Chandigarh, March 15: Members of the Aam Aadmi Party (AAP) staged a protest at Sector-17 Plaza in Chandigarh on Saturday against rising LPG prices and alleged disruption in the supply of domestic gas cylinders in the city.

Party workers and supporters gathered at the plaza, raising slogans and criticizing the policies of the Central Government led by Prime Minister Narendra Modi. Protesters carried placards and raised concerns about the impact of rising cooking gas prices on household budgets.

Allegations Over Price Rise and Supply

Addressing the gathering, AAP leaders claimed that the price of LPG cylinders has increased significantly over the years and alleged that residents are also facing delays in gas supply. They argued that rising fuel costs have added financial pressure on families, particularly affecting household expenses.

Speakers at the protest said that when LPG prices were lower in the past, leaders from the opposition had criticized the government of the time.

The Governor of Punjab and Administrator, U.T. Chandigarh, Shri Gulab Chand Kataria, along with his wife Smt.  Anita Kataria, attended the celebration of International Women's Day as the Chief Guest. The event was organised by the Department of Social Welfare, Women and Child Development under the theme “Balance the Scales.” Shri Satya Pal Jain, Chairperson of the Social Welfare Committee of the Administrator’s Advisory Council, attended the programme as the Guest of Honour. Secretary, Social Welfare and Women & Child Development, Chandigarh, Ms. Anuradha S. Chagti, was also present on the occasion.

Addressing the gathering, the Administrator extended his greetings to all women and appreciated their valuable contribution to society, nation-building and family life. He said that empowering women through education, opportunities and respect leads to the overall progress and prosperity of society. He emphasized that women are a strong pillar of society and their equal participation is essential for building a developed India.

On the occasion, 27 distinguished women from Chandigarh were honoured with the Women Achiever Award for their outstanding contributions in different fields. The Administrator congratulated the awardees and said that their achievements would inspire many others to excel in their respective areas.

During the programme, a booklet titled “Prerna 2.0” highlighting inspiring stories of women achievers was also launched by the Administrator. The publication is an initiative of the Department of Social Welfare, Women and Child Development, aimed at showcasing the strength, resilience and contributions of women in society.

The Administrator also highlighted the remarkable achievements of Indian women in fields such as science, politics, sports and social leadership. He noted that women have played an important role in the country’s progress and continue to inspire future generations through their determination and dedication.

Reaffirming the importance of gender equality, the Governor said that true development can only be achieved when women are given equal opportunities, dignity and respect in every sphere of life. He appreciated the efforts of the Government of India under the leadership of Narendra Modi to promote women empowerment through various schemes and initiatives. He called upon society to work together to create an environment where every woman feels safe, empowered and confident to realise her dreams.

Palika Arora, Director, Department of Social Welfare, Women and Child Development, highlighted that the department is implementing several initiatives for the welfare and empowerment of women in Chandigarh. These include social security schemes such as pensions for widows and destitute women and the Shagun Scheme, along with centrally sponsored programmes like Mission Shakti, Beti Bachao Beti Padhao, and Pradhan Mantri Matru Vandana Yojana. The department also provides institutional support through One Stop Centres, Shakti Sadan, Sakhi Niwas and the Women Helpline 181, besides promoting nutrition and childcare through Mission Saksham Anganwadi and POSHAN 2.0.

SAS Nagar (Mohali),

 March 2026:

 Since I stepped into my role as Joint Commissioner of the Municipal Corporation in late November 2025, I have spent many mornings and evenings traversing the beautiful streets of SAS Nagar. While I see a city of vibrant growth and progress, I also see a troubling contradiction that we, as a community, must address—not just with rules, but with a fundamental change in our attitude. 

We often treat our homes as sanctuaries, sweeping every speck of dust out the door. However, the moment that garbage hits the road, we seem to forget that the road, too, is part of our home. It is the very ground where our children grow, where we nurture our families, and where we seek to thrive. By doing this, we are not only inviting diseases and infections but also neglecting the dignity of our fellow citizens who work to keep our environment clean. 

*The Human Cost of 'Out of Sight, Out of Mind'*

Our history and faith offer us powerful reminders of how we should treat those who maintain our surroundings: 

• Shri Guru Nanak Dev Ji, our first Guru, taught us that the Divine stands with those who earn an honest living through hard work and integrity. He placed the dignity of the 'ordinary' person far above the vanity of those who accumulate wealth through indifference to others. 

• Sardar Bhagat Singh, while imprisoned, showed us the ultimate respect for service. He called the person who cleaned his cell 'mother,' noting that only a mother cleans one's filth with such selflessness. To him, the person performing the humblest task was worthy of the highest familial respect. 

When we refuse to segregate our waste, we are asking a fellow human being to dig through our mixed filth with their bare hands. When we leave a public toilet in a state we wouldn't tolerate at home, we are disregarding the dignity of the brothers and sisters tasked with cleaning it. 

*A Tale of Two Attitudes*

 Recently, during an inspection at the Resource Management Centre (RMC) in Sector 77, I witnessed something deeply symbolic of our current challenges. A well-dressed couple had traveled over 4 kilometers from Sector 80 on a brand-new bike, specifically to dump their garbage in an open space near the center. Instead of handing over segregated waste to an authorized collector, they risked their health, wasted petrol, and ventured into a pile of garbage just to dispose of their waste improperly. 

If they had simply segregated at source—using green waste for fertilizer and separating paper or plastic for the local Kabadi Walla—they would have enriched their own plants, supported a livelihood, and ensured the garbage collector retained his dignity. Instead, they were issued a challan and pleaded for mercy, though the real loss was the lack of civic pride.

*The Way Forward:*

A Partnership of Pride For our residents living in flats and large complexes, you are 'Bulk Waste Generators.' Under the law and our shared civic ethics, you have the power to process your waste at source and lead the way in sustainability. My appeal to you is simple: Stop the burning of waste, segregate at source, and treat every sweeper and collector as a partner in Mohali’s success. 

The Municipal Corporation and its team are working tirelessly, but we are only the hands. You are the soul of Mohali. Let us join together to make our city not just the cleanest in the country, but the most compassionate.

मुख्यमंत्री तीर्थ यात्रा स्कीम के तहत मोहाली विधानसभा क्षेत्र से तीर्थ यात्रा के लिए 9वीं बस को विधायक कुलवंत सिंह ने हरी झंडी दिखाकर रवाना किया। सेक्टर-68 और कुंभरा से श्रद्धालुओं से भरी इस बस को रवाना करते हुए विधायक कुलवंत सिंह ने पत्रकारों से बातचीत करते हुए कहा कि मुख्यमंत्री भगवंत सिंह मान की सोच के अनुसार यह योजना सफलतापूर्वक आगे बढ़ रही है और श्रद्धालुओं में धार्मिक यात्रा पर जाने को लेकर काफी उत्साह देखने को मिल रहा है।

उन्होंने कहा कि इस यात्रा के तहत बूथ के हिसाब से बसें भेजी जा रही हैं और आने वाले समय में और भी बसें तीर्थ यात्रा के लिए रवाना की जाएंगी। इस यात्रा के दौरान श्रद्धालु जहां धार्मिक स्थलों के दर्शन करेंगे, वहीं देश की आजादी के लिए कुर्बानी देने वाले वीरों से जुड़े जलियांवाला बाग को भी देख सकेंगे। इसके अलावा श्रद्धालु वाघा बॉर्डर पर जाकर यह भी देख पाएंगे कि देश की सीमाओं पर जवान किस तरह रात-दिन देश की रक्षा करते हैं, ताकि देश के लोग चैन की नींद सो सकें।

विधायक कुलवंत सिंह ने कहा कि अब विपक्षी पार्टियों के पास आम आदमी पार्टी सरकार के खिलाफ उठाने के लिए कोई मुद्दा नहीं बचा है, क्योंकि आम आदमी से किए गए अधिकांश वादे और गारंटियां पूरी की जा चुकी हैं। उन्होंने कहा कि पार्टी के संयोजक अरविंद केजरीवाल और मुख्यमंत्री भगवंत सिंह मान ने लोगों से जो वादे किए थे, उन्हें लगातार पूरा किया जा रहा है और आगामी बजट सत्र के दौरान महिलाओं को 1000 रुपये प्रति माह देने की गारंटी की घोषणा भी होने जा रही है।

उन्होंने यह भी कहा कि पंजाब सरकार ने राज्य के लोगों को राहत देते हुए बिजली को 1.50 रुपये प्रति यूनिट सस्ता कर दिया है।

The Department of Forests & Wildlife, UT Chandigarh organized a technical workshop for schools on the scientific identification and risk assessment of dead, dangerous, and hollow trees within institutional campuses.

The primary objective of the workshop was to strengthen early detection mechanisms and build institutional capacity for systematic tree risk evaluation to prevent tree failure incidents, particularly during high wind events, heavy rainfall, and extreme weather conditions. The deliberations focused on arboriculture assessment techniques, structural defect identification, and visual tree assessment (VTA) methodologies.

Key technical aspects covered during the session included: The technical session covered the identification of physiological and structural indicators of tree decline, including crown dieback, bark detachment, presence of fungal fruiting bodies, cavities, cracks, root plate instability, and abnormal leaning posture. Participants were trained to differentiate between deadwood and structurally compromised branches, and to assess hollow trunks and internal decay through careful observation of external visual cues. The deliberations also emphasized understanding load distribution, canopy balance, and root anchorage in evaluating tree stability. In addition, protocols for systematic documentation, timely reporting, and coordination with concerned departments were discussed to facilitate appropriate mitigation measures such as pruning, cabling, bracing, or removal wherever necessary.

The workshop was attended by Principals and Eco Club In-charges of various schools, with a focus on enabling them to develop internal monitoring systems and integrate periodic tree health audits within campus management plans.

The technical sessions were delivered by Professor Satish Narula, Retired Professor of Horticulture, who elaborated on diagnostic indicators of biotic and abiotic stress factors affecting urban trees. Major General Bewli (Retd) addressed the gathering and emphasized the importance of preparedness, structured inspection schedules, and coordinated emergency response frameworks to minimize risks.

The workshop was presided over by Shri Anup Kumar Soni, Conservator of Forests, UT Chandigarh. Officers from the Horticulture Wing of the Engineering Department and the Municipal Corporation also participated, underscoring the importance of inter-departmental coordination in urban tree risk management and public safety.

The Department reaffirmed its commitment to scientific urban forestry practices, risk mitigation, and the protection of both public safety and green assets across Chandigarh.

A powerful street play (Nukkad Natak) titled “Nanhi Kali Ki Muskan”, focusing on the social evil of child labour and protection of child rights, was performed today at Leisure Valley, Sector 10, Chandigarh, during the ongoing Rose Festival. The performance was presented by the members of Bal Sarthi Club, SD College, Chandigarh.

The event was graced by the esteemed presence of Sh. Arun Kumar Aggarwal, Member Secretary, State Legal Services Authority (SLSA), Chandigarh (Sector 9); Sh. Sunil Kumar, CJM-cum-Secretary, District Legal Services Authority (DLSA), Chandigarh (Sector 43); and Dr. Terminder Kaur, Head of Bal Sarthi Club. The dignitaries appreciated the efforts of the students in spreading social and legal awareness through creative and impactful street theatre.

The Nukkad Natak sensitized the general public about the menace of child labour, the importance of child protection laws, the right to education, prevention of child exploitation, and the legal remedies available to children in distress. The performance evoked strong emotional responses from the audience and received wide appreciation from families, youth and visitors present at the festival.

To further strengthen legal outreach, a Legal Awareness Stall has been installed at the Rose Festival, Sector 16, Chandigarh, for three consecutive days, where citizens can avail:

• Free legal advice

• Information about free legal aid services

• Guidance on women and child protection laws

• Awareness about rights of children and victims of abuse

• Assistance regarding legal remedies, complaints, and dispute resolution mechanisms

The Legal Services Authorities reiterated their commitment to bringing legal awareness to public spaces and ensuring that justice is accessible to all sections of society, particularly children, women and marginalized communities.

This initiative is part of the continuous efforts of National Legal Services Authority (NALSA), SLSA and DLSA Chandigarh to promote legal literacy, access to justice and community participation, while encouraging youth involvement in social reform and public welfare activities.

The general public was encouraged to visit the legal awareness stall, interact with legal aid and para-legal volunteers, and make use of the free services provided in the larger interest of justice and social welfare.
