Deputy Prime Minister of Italy Calls on The President


The Deputy Prime Minister and Minister of Foreign Affairs of Italy, H.E. Mr. Antonio Tajani called on the President of India, Smt. Droupadi Murmu at Rashtrapati Bhavan today (April 12, 2025).

Welcoming Deputy Prime Minister Tajani and his delegation to Rashtrapati Bhavan, the President noted that both India and Italy are rooted in ancient civilizational heritage, with a proud history of contributing to the world through our philosophy, literature, and arts. We have been interconnected over the centuries through trade and the exchange of people and ideas. She noted that present era, the two countries are collaborating closely in emerging technologies, innovation, and defense; and are also working together on multilateral platforms such as the G-20.

The President said that there is great potential for growth in bilateral trade and investment between the two countries. India's rapid economic growth and the roadmap for 'Viksit Bharat' by 2047 present numerous opportunities for industrial partnerships and collaboration. She invited Italian companies and PSUs to expand their operations in India, especially for manufacturing and co-production. She also urged Italian green technology companies to explore possibilities of cooperation and partnership with Indian industry.

The President said that the Joint Strategic Action Plan announced during the meeting of Prime Minister Meloni and Prime Minister Modi in Rio in November 2024 is a blueprint for the next 5 years. This Action Plan will be a guiding framework to accelerate our joint efforts.

The President was happy to note that Italian universities and research centres are exploring possibilities of collaboration with Indian partners. She said that the new education policy has facilitated foreign universities to open campuses in India. Italian universities can be invited to open campuses in India.

The two leaders agreed that India-Italy strategic partnership would reach new heights in the times to come.

Union Home Minister and Minister of Cooperation Shri Amit Shah today addressed the 75th Foundation Day celebration of the Gujarati weekly ‘Chitralekha’ in Mumbai, the capital of Maharashtra. On this occasion, several distinguished dignitaries were present, including Maharashtra Chief Minister Shri Devendra Fadnavis, Union Minister of Commerce and Industry Shri Piyush Goyal, and State Deputy Chief Minister Shri Eknath Shinde among others.

While addressing the event, Union Home Minister Shri Amit Shah said that the 75-year journey of ‘Chitralekha’ has been a mirror of Gujarati literature, society, lifestyle, and the issues faced by Gujarat and the nation. He said that in my life so far, I have changed three houses, the furniture in those houses, even the addresses — but ‘Chitralekha’ has continued to arrive faithfully at all three homes.

Shri Amit Shah said that the way 'Chitralekha' has maintained its connection with the readers is rarely seen. This is possible only when there is purity of purpose than mere consideration of profit, dedication towards literature and the desire to solve the problems of the society. He said that ever since I learned to read, I have been reading 'Chitralekha'. He shared sometimes while reading Harkishan Mehta's novel, sometimes Tarak Mehta's Ulta Chashma and sometimes while reading the cartoon published on the front page, I did not know when I started getting the urge to read the issues of the society and try to find their solution.

Union Home Minister said that an awakened weekly impacts our society and life in many ways. In the English speaking era when it was difficult to keep Gujarati literature alive, Vajubhai founded 'Chitralekha'. Today, there is a greater need than ever to fearlessly represent all the problems of the society and not only question the problem but also to give suggestions for its solution. He said that at the time of Anamat movement in Gujarat, the society was disintegrating, but at that time 'Chitralekha' had taken the torch in its hands to keep the society united. It is because of its fact-based efforts of 75 years that 'Chitralekha' has gained credibility.

Shri Amit Shah said that literature cannot progress without the support of society. Literature is the need of society. Gujarati literature magazines have played a very important role in the development of the country. Gujarati Sahitya Parishad started a magazine named 'Budhi Prakash' in 1855. At that time, everyone started a front against customs with the inspiration of 'Budhi Prakash'. In the year 1876, Nanalal started 'Satya Vihar' and spread amazing awareness in the society. Mahatma Gandhi started 'Navjeevan' in 1919 and worked to serve the bitterest truth to the people. In the year 1950, after India gained independence, ‘Chitralekha’ was launched, and since then, it has played a significant role in presenting both societal issues and literature with great precision and clarity to the people.

Union Home Minister said that a successful effort was made to keep the society united through the novels published in 'Chitralekha'. This inspired the youth studying Gujarati to study. He said, very few of you would have met Tarak Mehta in person. Even the saddest person in the world cannot stay without laughing if he goes to meet him. Spontaneous humor was a gift from God to him. He ran 'Tarak Mehta Ka Ooltah Chashmah' from the same chawl for years. Those who watch the serial would find it very beautiful, but those who have read Tarak Mehta would understand what these people have done to the Tarak Mehta series. He used to make entire Gujarat forget all its sorrows in four pages.

Shri Amit Shah said that 'Chitralekha' gave many such special issues which can never be forgotten. Its Narmada Yojana special issue had shaken the whole of Gujarat. He said that no one would have given such an accurate and true presentation of the 26/11 terrorist attack on Mumbai as 'Chitralekha' did. It gave such a presentation that widespread awareness spread about the problem of terrorism.

Union Home Minister said that 'Chitralekha' also published three special issues on the issue of Ram Mandir. He said that he has been a supporter of Ram Mandir since childhood, fought for it and even went to jail, but no one has presented it as beautifully as 'Chitralekha'. He said that Nagin Das, Tarak Mehta and Gunwant Shah became popular from the platform of 'Chitralekha' and finally the President of India honoured them with the Padma Award. Hardly any magazine in the country has produced three writers honoured with the Padma Award.

चंडीगढ़, 12 अप्रैल 2025: यूटी चंडीगढ़ के प्रयासों को स्वीकार करते हुए, केंद्र ने बच्चों के आधार नामांकन में सर्वश्रेष्ठ प्रदर्शन करने वाले यूटी होने के लिए चंडीगढ़ प्रशासन को पुरस्कृत किया। यह पुरस्कार नई दिल्ली में भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) द्वारा आयोजित "आधार संवाद" कार्यक्रम के अवसर पर प्रदान किया गया। यूटी प्रशासन की ओर से चंडीगढ़ के स्वास्थ्य एवं परिवार कल्याण निदेशक डॉ. सुमन सिंह ने यूआईडीएआई के सीईओ श्री भुवनेश कुमार से पुरस्कार प्राप्त किया। 

यूटी चंडीगढ़ में, स्वास्थ्य विभाग बच्चों के आधार नामांकन में अग्रणी रहा है। आधार नामांकन सुविधा चंडीगढ़ के सभी प्रमुख सरकारी और निजी अस्पतालों में उपलब्ध है। बच्चों का जन्म के समय ही आधार के लिए नामांकन किया जाता है। इससे न केवल यह सुनिश्चित होता है कि सभी बच्चे नामांकित हों, बल्कि बच्चों को शुरू से ही विभिन्न सरकारी लाभ भी मिलें।

जिला की मंडियों में  6945 मीट्रिक टन गेहूं की हुई खरीद

पंचकूला, 12 अप्रैल      जिला में रबी सीजन 2025-26 के दौरान  सरसों की खरीद तथा उठान का कार्य सुचारू रूप से चल रहा है। सरकारी खरीद एजेंसियों द्वारा जिला की मंडियों में से अब तक 6945 मीट्रिक टन गेहूं की खरीद की गई है।

     इस संबंध में जानकारी देते हुए खाद्य एवं आपूर्ति विभाग के प्रवक्ता ने बताया कि सरकारी खरीद एजेंसियों हैफेड और हरियाणा वेयर हाउसिंग कारपोरेशन द्वारा पंचकूला, बरवाला और रायपुररानी स्थित अनाज मंडियों में गेहूं व सरसों की खरीद की जा रही है। उन्होंने बताया कि हरियाणा स्टेट वेयरहाउसिंग द्वारा बरवाला से 4319 मीट्रिक टन गेहूं,  रायपुररानी से 2422 मीट्रिक टन और हैफेड पंचकूला द्वारा 104 मीट्रिक टन गेहूं की खरीद की गई है। 

इसी तरह हरियाणा स्टेट वेयरहाउसिंग और हैफेड द्वारा 252 मीट्रिक टन सरसों में से 107 मीट्रिक टन सरसों की खरीद बरवाला अनाज मंडी से और 145 मीट्रिक टन हैफेड द्वारा रापुररानी अनाज मंडी से की गई। इसी प्रकार हैफेड और हरियाणा स्टेट वेयरहाउसिंग द्वारा 194 मीट्रिक टन सरसों का उठान किया गया जिसमें से 84 मीट्रिक टन बरवाला अनाज मंडी से तथा 110 मीट्रिक टन रायपुररानी अनाज मंडी से शामिल है।

 पंचकूला, 12 अप्रैल — हरियाणा के मुख्यमंत्री श्री नायब सिंह सैनी "गांव चलो" अभियान के तहत शनिवार को जिला पंचकूला के गांव रामगढ़ की चौपाल में पंहुचे। मुख्यमंत्री ने यहां भगवान शिव के मंदिर में पूजा अर्चना कर आशीर्वाद लिया और प्रदेशवासियों के सुख—समृद्धि की कामना की। इसके उपरांत मुख्यमंत्री ने मंदिर में झाडू लगाकर साफ सफाई कर ग्रामीणों को स्वच्छता का संदेश दिया। उन्होंने प्रदेशवासियों को हनुमान जयंती की बधाई व शुभकामनाएं भी दी। उन्होंने रामगढ़ के विकास के लिए 21 लाख रुपए की राशि देने की घोषणा की।

 मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी की सोच है कि चुनाव हो या न हो, प्रदेश के प्रत्येक गांव में नेतागण जाकर लोगों का हालचाल जाने व ग्रामीणों की समस्याओं का समाधान करें। उन्होंने कहा कि पिछले 10 वर्षो में प्रदेश में विकास के द्वारा जो परिवर्तन आया है वो जनता के सामने है। विपक्ष के लोग सिर्फ चुनाव के समय ही गांव, कस्बे व शहर में जाकर लोगों से लुभावन वायदे कर उनके वोट हथियाने का प्रयास करते थे, लेकिन जनता ने उन्हें नकार दिया है। आज प्रदेश में ट्रिपल इंजन की सरकार है तो विकास भी ट्रिपल गति से ही हो रहा है।

 उन्होंने कहा कि हमारी सरकार किसी के साथ भी अन्याय नहीं होने देगी। उन्होंने कहा कि पिछले 10 वर्षो में प्रदेश की सड़कों का सरकार ने कायाकल्प किया है। आज रामगढ़ से सहारनपुर जाने में 45 मिनट लगते हैं।

 उन्होने अपना अनुभव साझा करते हुए कहा कि पिछले कुछ महीनों में मुख्यमंत्री निवास पर लगभग डेढ़ लाख लोग उनसे आकर मिले और 75 हजार लोगों की समस्याओं का सरकार ने समाधान भी किया।

 श्री नायब सिंह सैनी ने कहा कि हमारी सरकार की सोच थी कि प्रदेश में हर 20 किलोमीटर पर कॉलेज होगा, जिससे प्रदेश की बेटियों को उच्च शिक्षा के लिए ज्यादा दूर न जाना पड़े, ये सपना हमारी सरकार ने साकार किया है। उन्होंने कहा कि हरियाणा सरकार द्वारा किसानों की सभी फसलों को एसएसपी पर खरीदा जा रहा है। इसके अलावा, किसानों की भलाई के लिए इंफ्रास्ट्रक्चर खड़ा किया जा रहा है। रेवाड़ी में एशिया की सबसे बडी सरसों तेल मील तथा कुरूक्षेत्र में सूरजमुखी किसानों के लिए बड़ी तेल मील बनाने की सरकार की मंशा है। इससे उस क्षेत्र के किसानों को लाभ मिलेगा।

 इसके उपरांत, मुख्यमंत्री ने रामगढ़ गांव स्थित सामुदायिक स्वास्थ्य केंद्र का निरीक्षण किया और वहां उपलब्ध स्वास्थ्य सुविधाओं के बारे जानकारी ली। साथ ही उन्होंने सोलर आंगनबाड़ी केंद्र में पहुंचकर छोटी बच्चियों से बातचीत की और उन्हें चॉकलेट देकर आर्शीवाद दिया।

 इस अवसर पर पंचकूला के महापैार कुलभूषण गोयल, शिवालिक बेार्ड के वाईस चैयरमेन ओमप्रकाश देवीनगर, पूर्व विधानसभा स्पीकर ज्ञानचंद गुप्ता, भाजपा जिला अध्यक्ष अजय मितल, मंडल अध्यक्ष गौतम राणा, पूर्व प्रधान दीपक शर्मा, जिला महामंत्री वीरेंद्र वर्मा सहित अन्य गणमान्य व्यक्ति मौजूद रहे।

MCC celebrates ‘Swachh Kanjan’ pujan under Swachhotsav*

*Mayor honours 108 little girls as champions of Swacch Chandigarh*

Chandigarh, March 29:-

In a unique initiative, the Municipal Corporation Chandigarh organized a zero waste ‘Swachh Kanjak’ programme on the auspicious occasion of Ashtami during Navratri under the banner of Swachhotsav, honouring the little champions of Swacchta.

During the programme at Community Centre, Sundar Nagar, Mauli Jagran, Mayor Sh. Anup Gupta, area councilor Smt. Bimla Devi and other councilors of MCC performed the rituals of Kanjak (Kanya Pooja), where 108 girls were welcomed by washing their feet followed by offering them ‘chunri’ and serving them food.

The traditional prashad of Halwa, Poori, Chana was prepared by women run Self Help Group. More than 600 Kanyas (girls) were served food. 

               The event was a completely Zero Waste event. The food was served on paper plates procured from women run SHG dovetailing the two National Missions of Govt. of India i.e. Swachh Bharat Mission and DAY-NULM.

While addressing the gathering, the Mayor saluted the contribution of women in leading Swachh Bharat Abhiyan movement. He said that the mission had also benefitted women in unforeseen ways. He said that the country was seeing a greater participation of women in the workforce after the success of the Mission. He cited the example of the Pink MRF in Sector 25, where all the waste is being handled by women workforce very efficiently.

He emphasized the need of segregation of waste at household level and use of biodegradable items and  stopping littering in public places. The Mayor also addressed the suggested them to adopt the habit of home composting by using their own kitchen waste.

The Mayor said that the event was organised under the 3 week long campaign of Swachhotsav 2023 launched by Ministry of Housing and Urban Affairs (MoHUA) on 7th March 2023, the eve of International Women’s Day.

The event was aimed at creating awareness regarding the contribution of women in sanitation and to strengthen and scale up participation and leadership of women in Swachhata. To spearhead the mission of making Municipal Corporation Chandigarh (MCC) no.1 in the Nation in terms waste minimization at source, reuse and recycle of waste, 100% scientific processing of waste generated. MCC organized a viable, replicable and scalable zero waste event of mass Kanjak. In the event no single use plastic product, plastic bottles was used, floral decoration, paper plates were used.

Sufficient safai karamcharis were deployed along with one waste collection vehicles at the venue while water sprinkler was deployed to curb dust pollution. Adequate number of twin litter bins inside the venue were also placed.

During the programme Mayor and councilors also distributed them school bags with recycled stationary items besides giving them ‘Swachhta Ke Puzzles’ and name stickers depicting the four type of segregation of waste i.e. dry waste in blue bin, wet waste in green bin, hazardous waste in black bin and sanitary waste in red bin.

Before addressing the gathering, the Mayor also visited an exhibition highlighting the colourful and attractive displays of products made from waste including arrangements of herbal colours made from flower waste, cloth bags, Arpan agarbati made from flower waste and other items were displayed by Self Help Groups. It was a zero waste programme where all the display and arrangements of food were served on biodegradable material.

During the programme a Nukkar Natak on Swachhata was also staged by the group of unique arts society in which they emphasized the need of segregation of waste at source level and do not litter on public places besides stop the usage of single use plastic products.

Agriculture Minister Dhaliwal orders field officers to furnish assessment report of crop damage at the earliest

– A separate number for complaints of artificial fertilizers and pesticides will be launched soon

– Instructions to increase the cotton area, cotton seed will be available at 33 percent subsidy

Chandigarh, March 29:

          Punjab Agriculture Minister Kuldeep Singh Dhaliwal has ordered all the field officers of the Agriculture Department to send the actual data of crops damaged due to rain in the past at the earliest. During a meeting with top officials of the Agriculture Department and Chief Agriculture Officers at Punjab Bhawan, Dhaliwal said that Chief Minister Bhagwant Mann has already announced that compensation for crop damage will be started around Baisakhi, so Chief Agriculture officers should present the real picture of the problem before the state government. He said that it should be ensured that the actual data is sent quickly without any recommendation and without causing trouble to the farmers.

          On this occasion, Dhaliwal, taking serious notice of fake fertilizers and fake pesticides, announced that soon a separate complaint number will be issued for the convenience of farmers, where they can file a complaint in this regard. He issued special instructions to the officials to resolve such complaints in a timely manner. He said that there will be no compromise on the quality of fertilizers and pesticides and the culprits will not be spared at any cost. He ordered the officials to sensitize the farmers to buy quality seeds recommended by Punjab Agricultural University which have the capacity to withstand natural calamities.

          Dhaliwal also gave special instructions to the officials for the upcoming wheat procurement season. He said that farmers should be encouraged not to burn stubble and also ensure that straw is used only for fodder. He also asked to organize awareness camps for farmers.

          He said that the Punjab government is making serious efforts to increase the area of cotton and the farmers of cotton belt will be given seeds at 33 percent subsidy. He asked the officials that maximum number of farmers should be encouraged to buy seeds on subsidy and cultivate cotton. He said that according to the announcement made by Chief Minister Bhagwant Mann, irrigation water will be given to the farmers of cotton on time.

          Apart from this, the Minister of Agriculture instructed that maximum number of farmers should be encouraged to plant seeds of PR 126 variety of paddy which requires less time and less water. He said that the field officials should intensify their efforts from now to bring maximum area under PR 126 variety of paddy this year. He said that the authorities should select the areas which are more suitable for direct sowing of paddy and encourage the farmers there for direct sowing.

It was said by   Social Justice, Empowerment and Minorities, Social Security, Women and Child Development Minister Punjab Dr. Baljit Kaur, while inaugurating the Recognition of Prior Learning (RPL) Punjabi Shoe Making Course at Valmiki Bhavan, Guru Ravidas Nagar, Malout.

          On this occasion while addressing the audience SDM Malout S. Kanwarjit Singh said that it is a very good initiative of the Punjab government, therefore the unemployed should take maximum advantage of this training course.

          Sarabjit Singh Gulati, Block President Karamjit Sharma, Satgurdev Singh Pappi from Doric Multimedia Pvt Ltd were present on this opening ceremony.

          On this occasion, Cabined Minister said that this course has been implemented by Punjab Skill Development Mission and Doric Multimedia Pvt. Ltd. Ludhiana and under this course free training will be given to the unemployed to promote the profession of shoes so that after receiving the training one can start his own business.

          The Cabinet Minister said that under this course, the person who will get training in making shoes will be given a certificate by the Punjab Skill Development Mission and on the basis of this certificate, the unemployed person will be able to get a loan from any bank or organization and start their own business.

          After this Dr. Baljit Kaur visited the unseasonal rain and hailstorm affected villages Danewala, Rathadi, Kingra and Malwala, Eena Khera and village Thehri and took stock of the damage.

           Talking to the farmers, she said that the Punjab Government is helping the needy to compensate for the damage caused by rain and storm and they will be compensated by the Government as soon as possible.

          On this occasion, she issued instructions to the top officials that without any delay, the crops damaged by rain and hail should be checked so that the farmers can be compensated immediately.

THE SEVEN DAY NSS CAMP ORGANISED IN PU COMES TO AN END

     Today  was the last day of the  seven day special NSS camp being organised in Panjab University, Chandigarh.

      In the place of chief guest, Professor Sanjay kaushik, Dean college development and council was present. In the place of Guest of honour, Professor Jitender Grover, DSW Panjab University and fellow member syndicate and senate PU, Prof. Amritpal Kaur,  Chairperson UICET, Senate member Prof. Praveen Goyal, Registrar, Prof. Y.P. Verma were present. 

     The ending session started with the lamp lighting ceremony, volunteers performed some of the cultural activities in the presence of the Guests of honour, afterwards addressing the volunteers the Guests of Honour reminded them that it is essential that they participate in the activities of social welfare keep aside their own self- interests, NSS volunteers have been a part of social welfare activities in the past and they should continue this legacy. 

      This was followed by the prize distribution ceremony, the winners of the Poster making, Slogan making and Extempore competition were honoured with their winning certificates, out of all the volunteers, 12 volunteers were selected as the Best volunteer, whi h included Sartaj Singh, Sarthak Singh, Shiva Goel, Taranjot Kaur, Prabhjeet Singh, Vinita Mishra , Simran, Jyoti, Dibyam Kumar, Vinit Mishra, Suvisha, Sangeeta etc were there, they all were felicitated with Trophies and Certificates.

To promote, encourage, and strengthen women’s involvement and leadership in Swachhata, a team of 10 women leaders of Self Help Groups has proceed to Shimla for their two days knowledge sharing programme.

Sh. Anup Gupta, Mayor, Chandigarh today early morning flagged off the team Chandigarh to celebrate Swachhotsav, which evolves from women in swachhata to women led swachhata.

While sharing about the Swachhotsav and Swachhata Yatra, the Mayor said that Swachhotsav is being celebrated all over the nation under the Ministry of Housing and Urban Affairs. Members and officers who perform continuous sanitation management tasks in the states will go to other states as part of this utsav to learn new skills. The visit of visitors from various states has been referred to as Swachhata Yatra during this programme, the Mayor added.

In order to scale up waste management and waste to wealth projects among the selected women Self help groups, the team Chandigarh visited Shimla to encourage capacity building, cross-learning, and sharing of best practices.

They have toured many locations and have gained excellent exposure to waste management and sanitary practices. They also learned about the Municipal Corporation of Shimla’s best practises, initiatives and projects. They also covered a wide range of topics, such as door-to-door collection, waste segregation, making compost from waste, and much more.

They also met with various political leaders of Shimla and highlight some significant actions and projects of the Municipal Corporation of Chandigarh also.

Kuldeep Singh Dhaliwal hands over appointment letters to three clerks

                    Punjab Cabinet Minister Kuldeep Singh Dhaliwal today handed over appointment letters to three candidates in technical wing of Rural development and Panchayat department. He said that under the leadership of Chief Minister Bhagwant Mann, persistent efforts are being made to fulfill all the promises and guarantees that the Punjab government has made to the people of Punjab.

Cabinet Minister Mr Aman Arora on Monday asked Employment Generation, Skill Development and Training department officials to work more vigorously to make youth skillful to cater the needs of the industry and changing trends of the modern time.

He was chairing a meeting here after assuming the charge as Minister of Employment Generation, Skill Development & Training.

While reviewing the functioning of the department, Mr Aman Arora emphasised that skilful youth should be readily available to bridge the gap between industry requirements and skilled manpower. He also asked the officials to come out with a comprehensive plan to impart training in the fields, which is in the demand and has a high rate of employability, so that the youth won’t have to face hardships in getting job.

Giving a presentation, Secretary Employment Generation Skill, Development & Training Mr kumar Rahul and Director Employment Generation Ms Deepti Uppal apprised the Cabinet Minister that as many as 1,21,335 candidates have been facilitated by organising 2003 placement camps for private sector jobs. As many as 32,383 candidates have been imparted skill training and 799 camps organised in which 80329 candidates have been trained for self employment.

Ms Uppal further informed that five multi-skill development centres— in Amritsar, Bathinda, Jalandhar, Hoshiarpur and Ludhiana, are already imparting training in different courses to youth.

Dr Priti told the audience regarding the unique PPP model initiated by Dr Chavan and how Parivartan since then has been working with Dept of Psychiatry, MHI to offer unique services in the field of mental health. Dr Chadha, highlighted how Dr Chavan was known nationally and internationally as a harbinger of initiating innovative services in the field of mental health. Dr Jasbinder Kaur, spoke about the life and work of Dr. BS Chavanas former Director Principal of GMCH. During the event‘Dr B S Chavan Memorial Award’for the year 2022-23, was conferred to NGO ‘Ashadeep’, Guwahati for doing commendable work in the field of rehabilitation and community psychiatry in India. Dr Anjana Goswami,Director Ashadeep graced the occasion with her kind presence and also enlightened the audience with her talk on “Vocational Activity in the rehabilitation process for persons with mental disorders”. Dr Shikha Tyagi, Assistant Professor, Dept of Psychiatry & General Secretary NGO Parivartan gave vote of thanks and a total of 200 persons with mental illness, family members, mental health professionals attended the program.

NAMBERDAR UNION DELEGATION CALLS ON PUNJAB VIDHAN SABHA SPEAKER

Panjab University mulls to launch Minor degree in Universal Human Values

The New Education Policy-2020 (NEP-2020) specifically states that “education is fundamental for achieving full human potential, developing an equitable and just society, and promoting national development”. Keeping in mind the core objective of NEP, a special lecture is being organized in Panjab University on ‘Minor Degree in Universal Human Values’.  The lecture will be delivered by Prof Rajneesh Arora, Chairman NCC-IP (AICTE) and member of the working group of AICTE on Universal Human Values. Prof Arora is MD, Amritsar Group of Colleges and is former Vice Chancellor, Punjab Technical University. The function will be presided over by Prof Renu Vig, Vice-Chancellor, Panjab University, Chandigarh. 

AICTE has formed a National Coordination Committee for Student Induction (NCC-IP) under Chairmanship of Prof Rajneesh Arora to prepare newly admitted undergraduate students for the new stage in their life by facilitating a smooth transition from their home and school environment into the college and university environment. AICTE with the help of Industry-Academia experts, has framed the curriculum for Minor Degree in Universal Human Values (UHV) to develop teachers, parents and policy makers of tomorrow who will have a humane worldview along with technical skills. UGC has already framed the guidelines on ‘MulyaPravah- Inculcation of Human Values and Professional Ethics in Higher Education Institutions’.

She highlighted that the NEP 2020 gives a clarion call to make the important and urgently required effort for nurturing students to their full human potential, so they can contribute to the development of an equitable and just society and promote national development. Professor Vig further shared that this minor degree course will facilitate developing sufficient number of teachers to impart value-based education right from primary to higher education across the country. It will have a direct impact on desirable, common graduate attributes, enhancing employability in the area of the major degree. Further, in the present state of increasing problems of human-human conflict, global warming and climate change, minor degree in UHV will help prepare the urgently required technical professionals for sustainable and value-based living.  Minor Degree will carry 18 to 20 credits in addition to the credits essential for obtaining the Under Graduate Degree in Major Discipline (i.e. 163 credits usually).  Senior Professors and Deans of Panjab University, affiliated colleges and CRIKC Institutes are expected to attend this special lecture.

PUNJAB HEALTH MINISTER ORDERS STRICT IMPLEMENTATION OF PC-PNDT ACT TO IMPROVE SEX RATIO IN STATE

 Chandigarh, March 25:

           Health and Family Welfare Minister Punjab Dr Balbir Singh on Saturday instructed health authorities to take appropriate steps to improve sex ratio in the state and ordered strict compliance of the Pre-Conception and Pre-Natal Diagnostic Techniques (PC-PNDT) act in the state.

          Following directions of the Cabinet Minister, Director Health Services (Family Welfare) Dr Ravinder Pal Kaur, who is also the designated Chairman of the State Appropriate Authority for implementation of the PC-PNDT act, constituted an inter-district team of the health officials. The team members were asked to carry out detailed inspections of all the ultrasound scan facilities in the Gurdaspur district, which is the worst performing district in terms of sex ratio. The ratio in the district stands at 887 compared to the overall state ratio of 926 as per Civil Registration System (CRS) Report of 2021-2022.

          Dr. Ravinder Pal kaur said that strict instructions are in place for Accredited Social Health Activists (ASHAs) and Health Workers to register a pregnancy within the first trimester, which greatly reduces the chance of any sex selection as the pregnant woman is tracked throughout her gestation period. 

          Underlining the positive outcomes of efforts by the Health Department, Dr Balbir Singh said ten districts in Punjab now have a higher sex ratio than the state average of 926, with districts SBS Nagar and Rupnagar top the list with a ratio of 948 and 946 respectively. “We will keep striving hard to improve the sex ratio across the state till the menace of female foeticide is completely eradicated from the state,” he said.

          Divulging more details, the Health Minister said a total of 1861 ultrasound scan centres are registered in the state and Department has been carrying out frequent decoy operations (sting operation) to ensure that no ultrasound scan centres are violating the PC-PNDT act, besides, inspections are being carried out by the district appropriate authorities. If any scan centre is found violating the provisions of PC-PNDT act, Punjab Government will immediately cancel the registration of that scan centre.

          Meanwhile, IEC activities are being carried out by the Health Department from time to time to change the behaviour and mindset of the people, so that they don’t have any prejudice against the girl child. Newborn girls in hospitals across Punjab are given gifts on occasion of Lohri and Navratras to celebrate their birth. This year too a state level Lohri function was organised in Patiala to celebrate the girl child. Seminars and awareness activities are also being conducted throughout the year.

Special search/checking drives conducted by Chandigarh Police

Chandigarh,

Keeping in view the present security scenario and adequate Law &  Order arrangements have already been made at various places in the city.  Further in coming days G-20 meeting is also on the row at city Chandigarh.  Thus, to ensure proper maintenance of law & order in the city, special  search/checking drives as per order of Senior Officers were conducted by  Chandigarh Police at EWS Colony Dhanas, and Village Kajehri by their  respective Police stations.  

The drive was carried out under the supervision of SDPO/Central, Sh.  Gurumukh Singh, SHO Rohit Kumar No. 688/CHG along with all Central  Division SHO’s & I/C PPs, I/C DDC Insp. NarinderPatial and around 100  Police official from other unit participate in this drive. Meantime six team  was made for special drive in which total 20 criminals involved in theft cases  were identified but during checking 05 were found present and verified other  16 found out of them i.e. on work and left from Chandigarh. Moreover,  around 46 vehicles carried in PS for verifications purpose, they are still  verifying, two Naka’s deputed of entry and exit point of the EWS Colony  Dhanas, 7 vehicles impounded and 8 traffic violation Challan issued during  this drive. 

Besides this, special search operation was also conducted in Vill  Kajheri, Chandigarh under the supervision of SDPO/South Wwst. During  search operation 06 outer nakas was laid down to seal the Village Kajheri,  Chandigarh for the thorough checking of the area. The action taken report  during Special drive held at Village Kajheri in the jurisdiction of Police  Station, Sector 36, Chandigarh. Total Vehicles round up 62 out of which  Impounded= 13 (12 two & 1 three wheeler) and 05 Traffic Challans were  issued for various offences. Total 38 persons were round up and verified,  out of which Parcha 12 issued for 22 people and 2 Bad Characters were  verified. Moreover, total 23 Jail released persons (MV theft-12, NDPS-05,  arms Act 01 and Snatchers 05) were also verified. 

Both drives were carried out in a synchronized manner from 07.00 AM  to 09:00 AM. During the drive, a thorough search of suspected vehicles and  persons was conducted while ensuring minimum inconvenience to the  general public.

On the third day of the seven-day NSS camp going on at Panjab University, Chandigarh, the camp was started by paying tribute to Shaheed Bhagat Singh and his companions on the occasion of Martyrdom Day. Then in the First Session Dr. Shalini Sharma, Associate professor, Markanda national college, Shahbad Markanda, was the main speaker. In her speech she made the volunteers aware of the importance of women empowerment , if we really want India to become a global superpower  and take the path of development, it is necessary for the women of this country to become strong and independent in every sense, and it’s the responsibility of  the male population of this country to provide their female relations like mother, sisters and spouse equal opportunities to grow and help them lead a life of their own terms. Clearing their doubts and challenging their mindset she inspired the volunteers to take a pledge to promote women in every arena.

      In the second session, Dr. Manu Jatana, wellness coach Chandigarh, was present to provide the volunteers with the information to stay physically and mentally strong , his speech highlighted the importance of health in the welfare of an individual , as only a physically and mentally sound person can perform any activity with his/her full efficiency, a change in lifestyle and a balanced diet is necessary to achieve such health, with help the overall public health levels and building of a prosperous and healthy nation.

       The evening session ended with various cultural activities based on the theme of the Martyrdom of freedom fighter Shaheed Bhagat Singh in the presence of Dr. Shankar sehgal, Dr. Namita Gupta, Dr. Manish Sharma, Dr. Naveen Kumar.

          The Chief Minister, who paid floral tributes to Shaheed-e-Azam Bhagat Singh here at his native village, said that this day reminds us of the supreme sacrifice made by this great hero at the altar of motherland. He said that the martyrdom of Shaheed Bhagat Singh, Shaheed Rajguru and Shaheed Sukhdev will ever inspire us to rise against any form of injustice, tyranny and oppression. Bhagwant Mann said that it is the moral duty of all of us to wage war against all form of social maladies prevailing in the society.

          The Chief Minister said that the state government is leaving no stone unturned for cherishing the aspirations of the great martyrs. He said that the state government is duty bound to ensure the progress of the state and prosperity of its people. Bhagwant Mann said that the day is not far away when due to concerted efforts of the state government, Punjab will soon emerge as a front runner state across the country.

          The Chief Minister said the state government is committed to cherish the aspirations of Shaheed Bhagat Singh and carve out a harmonious and egalitarian society. He said that the young hero of freedom struggle had sacrificed his life at a young age for emancipating the country from clutches of foreign imperialism.

Mayor chairs meeting of Market Welfare Associations representatives

Chandigarh, March 23:-

 Working towards providing better services to the shopkeepers and market areas of city beautiful, the Sh Anup Gupta, Mayor, Chandigarh chaired a meeting of all the Market Welfare Associations here today.

Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh, other senior officers of MCC and office bearers of all Market Welfare Associations of Chandigarh, attended the meeting.

During the meeting various issues were raised by the representatives of MWAs including achieving 100% digitally enabled system and creation of QR codes/scanners, vendors of some markets to be digitally enabled and advertisement of G-20 to be allowed free of cost.

The other important issues were also discussed during the meeting i.e. door to door waste collection from MWAs. The MWAs were asked to follow the norms of advertisement control order and use designated space for Advertisement on the SCOs; the issue regarding installation of Fire Safety measuers/equipments in markets at once was also discussed.

The office bearers of Market Welfare Associations discussed the issue of parking facilities in the markets as vacant plots, small neighbourhood parks which are not maintained may be converted into parking of vehicles for public convenience; on the spot e-challaning (collection of penalty and release of seized articles) this will save time as well as will least the damage of the seized articles.

The issue of unauthorized vendors was also discussed and the MWAs demanded that the unauthorized vendors should be removed and registered vendors may be shifted to vending zones besides MWAs be given at least one week’s time before carrying out any drive by enforcement staff for removal of illegal advertisements and issue of removal of illegal mechanics from sector 21, Chandigarh.

The Mayor assured all the Market Welfare Associations to resolve the issues pertaining to the Municipal Corporation Chandigarh at the earliest and take up the issues pertaining to Chandigarh Administration for their early disposal.

Special role of NSS volunteers in nation building - Dr. Nemi Chand

21st March became the witness of the inauguration of the seven day camp of NSS-PU, with NSS Chandigarh State license officer, Dr. Nemi Chand as the chief guest. His address to the audience aimed to highlight the importance of NSS volunteers in the development of the nation, appreciating their participation in the activities of social welfare. Reminding the volunteers of the motto of NSS , NOT ME BUT YOU, he requested them to keep the nation before their own self- interest as that is the only way to make the dreams of India as the world leader and superpower come true, in place of distinguished guest, Prof. Y.P. Verma, Registrar and NSS Coordinator Panjab University, was present, he highlighted the importance of participation of the volunteers in the act of social service, in the development of the overall personality of the volunteers as an individual personality which has its own advantages.

He urged each and every volunteer to help in promoting and advertising the government policies in the society and making the people understand in the most simplest way so that they can make out the best out of the opportunities provided by these policies. Reminding the audience of the ‘Swacch Bharat’ abhiyan , he urged the volunteers to pledge their duty to the event and to make it a big success, which will help in the building of a better image of India, as a country throughout the globe.

Members of the election commission Chandigarh, Shankar and Kamlesh were also present as a speaker, to make the audience who are above the age of 18,  aware of the importance and procedure of getting their voter id card, India being the biggest democracy in the world , has given the right to vote to each and every citizen, so as a citizen of this country, its our responsibility to exercise our right to vote , and select leaders who will help in taking India to new heights of success.

PUNJAB GOVT. TO SPEND APPROXIMATELY RS 8 CRORE ON DEVELOPMENT WORKS IN DERABASSI DISTRICT MOHALI

          Local Punjab Government Minister Dr. Inderbir Singh Nijjar said that the Punjab government has decided to spend approximately Rs 8 crore on development works in DeraBassi at Mohali District.

          Giving more information in this regard, Minister for Local Government Dr. Inderbir Singh Nijjar said that the services of various posts such as labour, driver, electrician, Mali and other services will be hired for the maintenance of the dumping ground of Municipal Council DeraBassi and other works of DeraBassi, On which approximately Rs 1.86 crore will be spent.

          Similarly, Providing and laying interlocking tiles and repair of drains at ward no.1,2,3,4,5,6 and 15, repair work of tiles and drains at various places in Saraswati Vihar, repair of roads and streets Chambers at various places in the town will also be done.

          Apart from this, tiling work under over bridge to develop space for parking, Construction of Saini Dharamshala in ward no. 8, Construction of MRF Sheds at Dumping Point Derabassi, providing and laying drainage pipe near Gurdwara Sahib Mubarikpur, construction of street near Community Center Mubarikpur, the construction of ladies and gents bathroom near Community Center ward no.11 and many other works in the areas will be done. He said that approximately Rs.6.14 crore will be spent on all these development works.

          Cabinet Minister, Dr. Nijjar said that the local government department has already started the office process for these works. He also said that the large population of the area will get benefit from these development works.

            He has directed the officials to ensure transparency and quality in the development works to be carried out.

Panjab University, Chandigarh conducted a workshop on "Personality Development and Communication Skills"

The Department of Zoology in collaboration with Central Placement Cell,Panjab University, Chandigarh conducted a workshop on “Personality Development and Communication Skills” on March 20-21, 2023. The workshop was organized for graduate and postgraduate students of the department.

Prof. Meena Sharma, Honorary Director, Central Placement Cell, Panjab University, Chandigarh, inaugurated the event and emphasized the significance of such workshop. Subsequently, Dr. Yogesh K. Rawal, Chairperson, Department of Zoology welcomed the speakers and encouraged the students to acquire soft skills for greater career opportunities. The first session of the workshop was delivered by Ms. Sanjoli Chimni Pande, Founder, Mind and Heart Foundation.           S. Bains also said that in future the lecturers of these subjects should also not be called on-duty for some kind of office work.

          S. Harjot Singh Bains said that strict disciplinary action will be taken against the officials who will call the lecturers of these subjects on duty for office work in future.

          Indian athlete Akshdeep Singh won the Gold Medal in the 20 km walk event at the Asian Race Walking Championships at Nomi (Japan). Akshdeep Singh clocked timing of 1:20:57 to achieve this feat.

          Punjab Sports Minister Gurmeet Singh Meet Hayer congratulated athlete Akshdeep Singh on this achievement. Congratulating Akshdeep Singh, his parents and his coaches, he attributed this achievement to hard work and guidance of coaches. MEGA VACCINATION DRIVE AGAINST LUMPY SKIN DISEASES: ANIMAL HUSBANDRY DEPARTMENT INOCULATES 18.50L CATTLE IN PUNJAB

Chandigarh, March 19:

          With Chief Minister Bhagwant Mann led Punjab government has set a target of vaccinating 25 lakh cattle in the State for early protection of cattle from Lumpy Skin disease (LSD), Animal Husbandry Minister S. Laljit Singh Bhullar on Sunday said that the drive is going on in full swing. The mega vaccination campaign against Lumpy skin disease was started on February 15, 2023.

          The Cabinet Minister, in his press communique, informed that the department has already completed 75 percent of vaccination till date with more than 18,50,000 cattle being already vaccinated against the disease.

          He said that as many as 300 Veterinary Officers have been recruited recently and they have joined their duties. These newly recruited officers will enable us to complete the vaccination drive before the stipulated deadline of April 30, 2023, he added.

          He said that the department is in the process of recruiting another batch of 300 Veterinary officers along with 644 Veterinary Inspectors for the purpose of strengthening animal healthcare system of the state.

          Divulging more details, Principal Secretary Animal Husbandry Mr. Vikas Pratap said that  the government had airlifted 25 lakh doses of Goat Pox vaccine from Telangana State Veterinary Biological and Research Institute, Hyderabad. Keeping in mind the situation of last year, when state had suffered loss of livestock due to LSD spread from neighbouring states, the state government has made foolproof strategy to ensure that this disease could not affect cattle population in the state, he added.

          Mr. Vikas Pratap said that this vaccine is being administered at free of cost to the vulnerable cattle population and proper cold chain is being maintained, while administering vaccine at doorstep.

          He said that 773 teams of Animal Husbandry department were deployed for this purpose. Daily target of 40,000 doses of vaccine was fixed, which has been achieved successfully. He expressed satisfaction regarding ongoing vaccination drive. Nearly 1850,000 doses have been administered. He thanked the farmers of the state for cooperation during this vaccination drive.

Kirron Kher inaugurates development works of laying paver blocks in Khuda Alisher & Dhanas villages

Chandigarh, March 12:-

Keeping in view the overall development of villages, Smt. Kirron Kher, Member Parliament, Chandigarh inaugurated the commencement of work of paver blocks on internal streets and construction of phirni road at village Khudda Alisher and Dhanas in the presence of Sh. Anup Gupta, Mayor Chandigarh and Ms. Anindita Mitra, IAS, Commissioner MCC.

While addressing the gathering, the Member Parliament said that with the laying of these works in the villages, the position of internal streets will be better which was badly in need of a new road. She said that developmental works in all the city villages have been started and will be completed by the stipulated time period.

While speaking on the occassion, the Mayor said that the works have been started at the cost of Rs 2.64 cr and 1.60 cr respectively in both the villages. He said recently the work of laying of Sewer Storm and water supply was completed at the cost of Rs 6 cr in both these villages.

The Mayor said the 13 villages were transferred to MCC in the year 2018 and Municipal Corporation has took up the work of laying sewer storm and water supply in these villages at the cost of Rs 50 cr which are near completion .The roads will be constructed and repaired at cost of Rs 17 cr in these villages.Further Rs 8cr has been kept for repair of buildings in these 13 villages.

He said that It is pertinent to mention here that corporation has also got these villges included in the prestigious 24*7 water supply project of the city so that these villges also get uninterrupted water supply round the clock for which the work is expected to start this year.

Meet Hayer inaugurates All India Civil Services Cricket Tournament by taking to field himself

39 teams from States, UTs and Regional Sports Boards participating

SAS Nagar, March 12:

Punjab Sports Minister Gurmeet Singh Meet Hayer on Sunday inaugurated the All India Civil Services Cricket Tournament by taking to the field himself.

As many as 39 teams from different States, UTs and Regional Sports Boards across the country are participating in this tournament being conducted by the Sports Department, Punjab from March 12 to 19. These players are employees of their respective state and central government departments.

During the opening ceremony at the Sports Stadium in Sector 78, Meet Hayer formally inaugurated the tournament by hitting a shot with the bat. He was also introduced to the captains of all the teams. Speaking earlier, he welcomed the players of all the teams and wished them for better performance. He shared his memories of playing cricket from his childhood and said that he still plays cricket when he gets time.

Meet Hayer said that this time the budget of the sports department has been kept at Rs. 258 Cr which is more than 55 percent as compared to last year. This will give a big boost to the sports sector.

Earlier, Director Sports Amit Talwar welcomed the Chief Guest and all the teams and briefed about the tournament.

On this occasion, players from other states were very impressed by the martial art Gatka and Jugni Bhangra Academy’s folk dance Bhangra performances.

Prominent among others who were present at the occasion included Punjab Youth Development Board Chairman Parminder Singh Goldy, District Planning Board Chairperson Prabhjot Kaur, ADC (General) Amaninder Kaur Brar and District Sports Officer Gurdeep Kaur.

TRIALS OF PUNJAB TEAMS FOR ALL INDIA SERVICES VOLLEYBALL AND ATHLETICS TOURNAMENTS ON 14TH MARCH

          Central Civil Services Cultural and Board are organizing the All India Services Volleyball (Men & Women) tournament from 22nd to 26th March 2023 at Central Stadium Thiruvananthapuram (Kerala) and Athletics (Men & Women) tournament from 26th to 28th March 2023 at Shree Shivchhatrapati Sports Complex, Balewadi, Pune (Maharashtra).

          Trials for the selection of Volleyball and Athletics teams will be held at Polo ground Patiala on 14th March at 10 am.

SPECIAL LECTURE ON TOPIC “RIGHTS OF WOMEN” TO COMMEMORATE INTERNATIONAL WOMEN’S DAY

Department of Sanskrit organised a SPECIAL LECTURE ON TOPIC “RIGHTS OF WOMEN” TO COMMEMORATE INTERNATIONAL WOMEN’S DAY today in the department library. Under the direction Prof. Renu Vig, acting VC of PU. Smt. Anupam Bhanot, advocate Punjab and Haryana High Court, was the speaker at the event. Prof. V. K. Alankar, academic incharge of the PU’s Sanskrit department, welcomed the speaker and told the audience about the changes in social status of women throughout ancient India’s history. “In the Vedic era, women were thought of as queens of the house and were given important social roles”, said Prof. Alankar. 

Adv. Anupam Bhanot began her lecture by emphasising that both men and women should think about their bodies as temples or sacred spaces and that they should give due respect to them. “In this way, if we think of our own bodies as sacred and protect them, we will not only protect our own bodies but also will not harm others’ bodies”, said Adv. Bhanot. Making the audience aware about legal provisions and help, she told the audience that any woman who faces any physical or mental abuse anywhere, be it at home, at workplace or elsewhere, can dial 1091 helpline and get immediate attention. Adv. Bhanot said, “Women can also demand the presence of a female officer and also can get free legal aid for the redressal of their complaints.” Telling the audience about the various legal provisions which come to the rescue of women, Adv. Bhanot emphasised that such provisions must not be misused. She added, “the law stands firmly with women and with my experience I can say that in the courts of all levels, appeals of women are heard as a matter of priority.”

Prof. Alankar in his closing remarks thanked Adv. Bhanot for enlightening the audience about women’s rights. He said, “it is only when the women of our nation are empowered that our nation will be empowered.”

Along with the lecture, competitions of slogan writing, poster making and essay writing were organised. Vasundhra of MA Sanskrit 1st year, won the first prize in essay writing and poster making competitions. Abhishek Bhatt of MA Sanskrit first year, won the first prize in slogan writing. 

Prof. Ashok Kumar, chairperson of the Kalidasa Chair, was present at the event. The students of Sanskrit and Hindi departments, members of the teaching and non-teaching staff of the Sanskrit department took part in the event.

ADC APPEALS PEOPLE TO UPDATE THEIR AADHAR DETAILS TO AVAIL BENEFIT OF WELFARE SCHEMES SMOOTHLY

Additional Deputy Commissioner Amninder Kaur Brar today urged people to update their aadhar details in case they have not updated it during the last eight to ten years, prior to 2015.

Divulging the details, the additional deputy commissioner said that the Government of India has initiated an exercise to strengthen citizen’s Aadhaar by updating latest Proof of Identity(POI) and Proof of Address(POA) documents. Under this initiative, the Unique Identification Authority of India (UIDAI) has introduced a new functionality of document update in Aadhaar through Document Update feature, she said.

Mrs. Brar further added that the document update feature is accessible online through myAadhaar portal or at any Aadhaar Enrolment Centre, thereby the citizens must opt these options to update their Aadhar details.

She mentioned that as per guidelines issued by Unique Identification Authority of India (UIDAI), all aadhar holders shall update their aadhar details with their mobile numbers, current proof of identity, and current proof of address. She further mentioned that the citizens can visit nearest sewa Kendras, and aadhar enrollment centers or can also get it done online through My Aadhaar portal and m.aadhaar mobile application.

 The ADC said that during the past decade, the unique 12-digit identification number (Aadhar Number) has emerged as a universally accepted proof of identity in the country, therefore keeping the documents updated in the aadhar helps in ease of living, better service delivery and enables accurate authentication. She stated that it is need of the hour that all of us should keep the aadhar details updated by filling in KYC forms adding that if there was not any significant change in the demographic details, even though applicants are required to update their proof of identity and proof of address. She also appealed to parents to get the aadhar details updated on their children aged between 5 and 15 years at the earliest.

 Mrs. Brar said that aadhar authentication is widely used in a large number of government schemes are financial services including banking and NBFC services thereby aadhar updating plays a crucial role to avail the benefit of these services in a smooth and hassle-free manner. The ADC also directed officials of various government departments to verify the Aadhar information of applicants before accepting it as proof of identity so as it would help identify fake/photoshopped Aadhar cards. During the meeting, Project Manager Raman Abrol also made a presentation about Aadhaar Card.

It is pertinent to mention here that aadhar services are available at all Sewa Kendras in SAS Nagar where people can avail these services between 9am to 5pm. Likewise, some banks and post offices are also providing these services.

Chandigarh, March 10:

          Terming the Punjab Budget 2023-24 presented by Finance Minister Harpal Singh Cheema as  remarkable for healthcare sector in the state on Friday, Punjab Health and Family Welfare Minister Dr Balbir Singh said that the budgetary provision of ₹4,781 crores for Health will ensure that basic health facilities, medicines, diagnostics reach every section of the society.

          He said that to further strengthen the quality healthcare services in the state, Rs 1015 crores for Medical Education and Research have also been allocated in the Budget, which will help in producing capable doctors, nurses and medical staff.

          “Chief Minister Bhagwant Mann led Punjab Government is working overtime to strengthen health systems in the State. We believe that Punjab, only with a healthy population can experience sustained growth,” he said.

          Dr Balbir Singh, while acknowledging the fact that there is a dearth in staff, said that to meet the shortage of staff in the medical institutes, 880 Staff Nurses and 81 Para Medical Staff have been recruited. Also, under the new policy for appointment of Senior Residents, 300 specialist doctors have been appointed in Government Medical Colleges, he said.

          Similarly, for smooth functioning of health institutions, as many as 1,353 medical staff have been recruited in FY 2022-23 under various categories of which 271 are Specialist Medical Officers, three Pharmacy Officers, 53 Staff Nurses, 520 Multi-Purpose Health Workers, 480 Ward Attendants, etc, he added.

          “To ensure basic health facilities including availability of doctors, medicines and testing facilities in every government hospital is my topmost priority,” he said, while adding that hospital buildings in the state are also being revamped at full pace.

          He said that to strengthen all the secondary health care institutions – Community Health Centres, Sub-Divisional Hospitals and District Hospitals in the State under a special project, a special recruitment drive would be carried out to fill the 363 vacant posts of Medical Officers (Specialist) and 470 posts of Medical Officer (General).

          The Health Minister informed that against the initial target of establishing 117 Aam Aadmi Clinics, the Government has already established 504 Aam Aadmi Clinics, while, another 142 clinics are expected to be operational in next few days. In these clinics, 80 drugs and 41 diagnostic tests are being provided free of cost and so far, more than 20 lakh patients have availed OPD facilities in these clinics.

          Meanwhile, two new Medical Colleges of 100 MBBS seats each at Kapurthala and Hoshiarpur are being set up at a cost of ₹422 crore and ₹412 crore respectively, while, State Cancer Institute for cancer patients at Government Medical College, Amritsar worth ₹119 crore and Cancer Care Center at Fazilka worth ₹46 crore are expected to start soon. Trauma Centre at Government Medical College, Amritsar and at Rajendra Hospital, Patiala with cost of ₹100 crore and a new Nursing College at village Thikriwal, district Barnala has also been proposed in the budget.

PUNJAB CABINET APPROVES THE EXCISE POLICY FOR THE YEAR 2023-24

The Punjab Cabinet led by Chief Minister Bhagwant Mann on Friday approved the Excise Policy for the year 2023-24.

A decision to this effect was taken by the Cabinet under the Chairmanship of the Chief Minister Bhagwant Mann here at his office in Punjab Civil Secretariat- I.

Disclosing this here today, spokesperson of the Chief Minister’s Office said that in order to maintain stability of liquor trade and to continue the reforms which were initiated last year, the Retail sale license L-2/L-14A are being offered for renewal to the existing retail licensees. The policy aims to collect Rs. 9754 crore during the year 2023-24, giving an increase of Rs.1004 Crore. As per the policy the VAT charged on liquor sold by Beer Bar, Hard Bar. Clubs and Microbreweries have been reduced to 13% plus 10% surcharge.

 Transfer of group shall be allowed once during the excise year on payment of Rs 10 lakh subject to conditions laid down. The fee of annual L-50 permit has been reduced from Rs 2,500/- to Rs 2,000 and for life time L-50 permit from Rs 20,000/- to Rs 10,000/- The condition that L-50 life time will be issued to a person who has been issued annual L-50 permits for three years continuously has been done away with.

GIVES NOD TO ‘PUNJAB STATE MINOR MINERAL POLICY-2023’

In a major relief to the people of the state, Cabinet also approved ‘Punjab State Minor Mineral Policy-2023’to provide sand and gravel at affordable rates to the people of state. The objective of this policy is to ensure that mining of sand and gravel is undertaken across the state in a transparent and legal manner so that sufficient quantities of sand and gravel is available on demand. As per policy, Mining Sites have been divided into two categories namely Commercial Mining Sites (CMS) and Public Mining Sites (PMS). Commercial Sites shall be grouped into distinct Clusters and shall be auctioned through e-tender process whereas, the Public Mining Sites shall be operated by the department manually for the interest of the general public.

Both sand and gravel shall be sold at PMS and CMS at pit head price of 5.50 per cubic feet. No royalty shall be imposed on excavation of ordinary clay and ordinary earth which is to be used by farmers for activities other than commercial infrastructure projects. Only manual excavation of ordinary earth shall only be permitted for non-commercial projects in the area up to two acres or depth up to three feet. This policy will bring down the price of sand and gravel to give relief to end consumers.

NOD TO RESTRUCTURE WATER RESOURCES AND TRANSPORT DEPARTMENT

In order to bring greater efficiency into their functioning, the Cabinet also gave nod to the proposal for restructuring of the State Water Resources and Transport Department in the larger public interest.  During a review of the State Water Resources department, it was found that there is a need to increase some important posts and abolish those which have become redundant with the passage of time. Based on this, 1278 new posts have been created, 708 different cadre posts have been declared Dying Cadre and 957 posts of Beldars have also been created. Pertinently, the first restructuring of the department was done in the year 2020. The restructuring plan would not only utilize the human resources optimally but will also save Rs. 74.74 crore per annum. 

The Cabinet also gave its approval for restructuring of the posts of State Transport Commissioner, Punjab-a wing under the Transport Department. With the restructuring of STC, the number of posts will increase due to which citizens can get their work done at district headquarters for transport vehicles. Licensing and Vehicle RC work will also be done easily which would be major relief for the state residents.
